Are you able to install Xbox 360 games onto my PC through the Xbox App?

No only pc versions which thete are iif you look them up just make sure you meet the minimum requirements

I'm sorry, but only games that are part of the Game pass for PC games and Xbox play anywhere catalog can be played using the Xbox app on PC.

Have you downloaded the new Xbox app (not the companion app)? You should be able to download them through their instead of through the Microsoft Store app. If you haven't installed it, you should be able to get it from here by clicking "Get Started" - https://www.xbox.com/xbox-game-pass/pc-games
