Are Xbox 360 games still backwards compatible on Xbox One X?

Recently I've been playing through some 360 games that I've have physical copies of, but have been running into an issue. It started off w/ a copy of Fallout New Vegas Ultimate Edition. I've been playing it over the course of the past couple months and things were working just fine. But around Nov. 3, 2023 I was no longer able to play the game. At first I thought it was the disc. I've had some issues in the past but was usually able to get things working. After trying several things to troubleshoot it, INCLUDING purchasing a new copy, the game still wont play. I also notice the disc was n't spinning up at all. fearing it was the disc drive I tried several other games/blu-rays to see if that was the issue. But all of the games i tried and dvd movies/shows worked just fine.

Now things are getting interesting. As a last resort I uninstalled New Vegas to see if there was any sort of loading error. I then inserted the disc again and still NOTHING. I still had 2 other games to try that were installed on the console. Red Dead Redemption one along w/ the Undead Nightmare version of the game, and The Orange Box. Both of which have been playable through backwards compatibility. However both of these are having the same result. I insert the disc, but it wont spin up/load on the console. When I try to start the game from the library i get the usual error response "Insert the game disc. we need to read the license...(0x82d40004)"

So I come back to the title question. Are xbox360 game still backwards compatible on Xbox One X?
