Are users able to play owned content trough Xbox Cloud gaming?

I am using cloud gaming through windows 10 and the game pass ultimate is missing some of the games I aim to play with my xbox gamer friends. If I buy a game in xbox store can I play it using cloud gaming?

At this time only GamePass titles are available”able via the cloud, and you must have an Uktimate subscription to use Cloud

To receive any content purchased trough the Microsoft/Xbox store, the game must be played trough the Xbox servers, if you play the game on a different platform, even if the accounts are linked the content will appear until you log in the game trough the Xbox network, for Fortnite that's only posible trough Xbox consoles

People who receive the content is because they play the game trough Xbox network, that could be trough the console or Xbox app, you can't receive the content outside Xbox network even if the accounts are linked

Are you playing this game trough the Xbox app or Xbox console?

All perks are only delivered trough the Xbox Network, so, if you play the game on a different platform/system you won't get the content in game until you log trough Xbox
