Are these forums still active?

I see no updates since last month, so I would assume that they have moved.

its unfortunate, but I have worked for companies that do the same thing. They have 9 or 10 different departments and each will tell you to contact the other. It sucks especially when I have spent so much on Microsoft. I guess it is what it is then.

The enforcement team are the only ones who handle suspensions and since they do not use the forums the only thing that can be done through the forums is direct you to the enforcement site. Which is way more helpful than calling support who will tell you
to post on the forums.

Yes, they are still active but as far as I know a change is coming

Not in beta no, but they are both still running (though I think community is the main and they are synced, not sure how they work the magic).

The new ones are nice, but have lost a little of the Xbox magic about them.
