Titanfall as example enables yóu to chose your desired Region-Servers you want to Play over but this Feature is not given in every single game. You will need to inform yourself before purchasing a game

I'm located in Saudi Arabia. The console is also set to Saudi Arabia.

I live in saudi Arabia, I bought the console from Saudi Arabia,I buy all my games from Saudi Arabia,they even have an office in my city, then how is Mt country not supported? They should send me the stuff in my currency.

That's a region issue. Your account region would have to match your physical location in order to download the game. Since you purchased it from the Saudi Arabia store, you would need to be in Saudi Arabia in order for it to download properly.
