When ever I try to start an app I get a message it will take a few minutes to start it. I later get a message with an error code that does not exist.

Hard reset your xbox that may fix this problem

the error code is 0x80073cf6 and when I put it into the link it gives me it says that code does not exist. I am on an Xbox One S and it is happening to all of the apps and not the games.

Thank You! the soft factory reset worked and now everything is working again.

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.

I had this problem the other day, inwas able to resolve it by doing a hard reset. I hope that works for you also!
