Apps continuously fail to start, and constantly reinstalling them is not something I want...

Thank you for reaching out to Xbox forums support. If you haven't already done so, go ahead and try performing a Soft console Factory
reset on your console by doing the following:

1. Press the Xbox button to open the guide.
2. Select Settings.
3. Select All Settings.
4. Select System.
5. Select Console info & updates.
6. Select Reset console. [DELETE EVERYTHING]

Make sure you have both your email and password on hand as you will be asked to sign back in. There is an option to delete everything, go with that option. Afterwards you'll need to redownload your profiles, games and apps.

Are you enrolled in the insider program? If so this can cause a lot of different issues as they get updates to test. If not try

power cycle console from time to time. This is basically same thing on a PC where they say shut it down once in a while. It clears everything and lets the Xbox start fresh. As you have done the factory reset and keeps happening you may want to think of
a repair. You can set one up at
device support.

What if I want to reset my console and reinstall the games and apps in the cloud I really need at this point? I’m guilty of installing games & apps with no plans to use them until a lot later. Reason being, my dream of coding and living in New Jersey was constantly made fun of by so many.

Ah ok. So your are not able to download an update for Fifa 15 and not a dashboard update. That's quite something different. If this update continues failing please try to reinstall the game and have it updated then.
