Apparently an unavailable Gamertag?

Hi there. I apologize for the length in advance.

I was looking into changing my gamertag and was looking for available ones by logging into my Microsoft account online
-> going to the xbox website -> and to where I could look up players (friend section). After quite a while I was able to find one that said "We could not find that person. Check the gamertag and try searching again."
So I went to my profile and clicked on change gamertag and plugged in the username and am told "____ is taken. Please try another." Well, of course I am confused at this point as I had just looked it up and was told it was not taken.

The next thing I did to check if there was someone with that account by finding a player's profile and plugging in the gamertag I wanted into the search bar.. example:

Sign in to your Microsoft accountgrey%20tabby%20cat replacing '' with the desired gt. Up popped up a blank page that said:

Ooops! What happened to this page? We’ve moved some things around.

*I already noticed that spaces in the username turned into a %20 so that was not the reason*

Now, from here I was getting a little upset that I was unable to use this gamertag. I went on forums, looked for answers say that Zune was discontinued and something about Windows gaming had conjoined with xbox. This gamertag is not currently being
used, but is unavailable to me... so now I ask a few questions.

• Why is this happening? Why does it say there is no profile to go along with the gt, but it says its unavailable?
  
• When do old usernames become recycled? This is not a profile that is held by someone who just doesn't log on, there is just no profile anywhere.
  
• Is it possible for me to get this gamertag? And if so, is there a usual time frame that people notice happen
  if the gamertag needs to be recycled?
• What other possible reasons are there? Does xbox just withdraw certain gamertags? It is not inappropriate or not follow any gamertag guidelines.
  

I apologize for the length, I've never had to deal with something like this and had trouble finding answers. Most things in the forums I looked at were also from 2013-2014 so I wanted to repost since I had other questions and didn't want to bring up
a 2 year old discussion incase anything changed. Very much appreciated if anyone takes the time to look at this and help, the gamertag has a very special meaning and I would hate to not try my best to get it.

TV tuner problem

cbeebies HD is showing as unavailable in the oneguide even though it is available on my TV, apparently there was a transmitter move recently but I've tried retuning and it still says the channel is unavailable

 

Jigsaw Download Failure

I cannot download collections of puzzles now - apparently this is a recurring problem. Coins are subtracted but puzzles are unavailable to play.

 

I’ll do my best to answer all your questions on this.

1) Gamertags are tied to Microsoft accounts which are used for any number of Microsoft services. The user may not play any games or even know they have the tag tied to an account.

2) Microsoft will not say when gamertags will be recycled/come available, just that they come available when they come available.

3) Unfortunately users cannot request a gamertag that is currently unavailable. Tags can come available at any time.

4) There are a number of possible reasons for what you are seeing. A couple are - A user could have changed from that tag and it is in holding (which you would then have to refer to answer 2); A user already has the tag, but with a different spelling (spaces,
special characters added to it); it could been removed due to something that breaks the Code of Conduct/Terms of Use. Live is international so what might not be offensive here, could be offensive somewhere else.

Unfortunately if it’s a tag you want, you just have to check back regularly to see if it’s available. Keeping in mind, it may not become available.
