apparent xbox live restrictions

To whom it main concern;

i actually first noticed this about a month ago but didn't take much note of it, but when i go to purchase stuff it says i do not have permission to purchase or download anything, even though i am 19 and there should be 0 restrictions on the xbox as i was the
only account.

since then i have bought a xbox one today, excited to play and though "hey, lets change my gamertag", and that message comes up again saying i need to parental controls - now i went into the setting and looked, everything that was needed to make a purchase
/ download was unrestricted, which means i should be able to do it, then i proceeded to try again, same message, tried restarting my console, tried logging in and out. looked at my enforcement records and it says i have a perfect record so microsoft wouldnt
be restricting anything from me.

now, a solution to this nonsense would be great, and thank you in advance.

Online safety settings for multiplayer

Minecraft is played on an android phone or an android tablet (same issue). Believe the Xbox live account to be set up as an adult account as I can go in and change various settings without any apparent restrictions

Apparent content restriction in place?

So I'm 16 so I have an account where only an adult can change my privacy settings. I have got my guardian to change all the settings so I can play online games, multiplayer etc. But when I play GTA V Online as soon as I enter a lobby it comes up with " You
have received an invite to user generated content which is currently blocked by your settings, you can change it under ' see things other people have made'. I went and checked to see if it was blocked or set to friends only, it wasn't its set to everybody,
can anybody help me to get it working as I really want to snipers and stunters?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!?!

How long have you had your gamertag? If you had it before you turned 18 it is possible that it is listed as a child account. Please try the steps to promote it to an adult account.

I can't get figure out how to actually log out and force xbox one to make me enter my password again as i chose the automatic login, but upon setting up the xbox one i had already accepted the documents it says to accept in the guide.

and i don't see how it would only stop me from buying stuff now, i have been making purchases for the last 3 years without a problem.

Apparently it is the age restriction and well I cannot get accepted to the preview program because of it.
