Apparent content restriction in place?

The restrictions you've set are only for Xbox One content. In order for child accounts to make purchases of 360 content or avatar content, they would have to do so via a 360 console because of the restrictions set in place on that store.

Sorry to hear it. Unfortunately some content cannot be used in some countries due to restrictions put in place by that country's government.

Is the account a child one attached to your family account? As if it isn't a child account then unfortunately you can not place any restrictions as to content.

Even if you switch your account back to Ireland you should still have problems downloading region locked content because it's not available in your region.

Region restrictions are usually put in place because of rules and restrictions in different regions.

Sorry as this content is regionally restricted it's not possible to download it in a place where it's not available. There's unfortunately no way around this and you won't be able to redeem certain content.

There's always country restrictions when purchasing games. You have an account in the United States but you live in Saudi Arabia, that will always cause issues as there is no official Xbox LIVE in Saudi Arabia.
