Anyway to fix this?

I've tried doing it on my console and phone, and it'll still tell me that I need to pick a different way to pay. My account hasn't been suspended, since I haven't gotten an email saying so, or a notification when turning on my console that says otherwise.

Update: Now it's telling me that card is now declined, after being rejected multiple times. I don't have any other way to pay, and I don't understand why. This is really frustrating, as this happens on and off when I try to make a purchase from the store, and it'll either accept my card or it won't, and it's really upsetting me.

Have you tried to contact your card company/bank and ask why the card was rejected?

Have you tried to make the purchase using a computer and a console? Does the error occurs in both hardware?

Thats to delete and re-install dashboard update,hope that sorts it out
