What do you mean clear the download queue? active download or cancel the update?

Clear the active downloads queue, then try to download the game again. Don’t worry about this though as it’s a purchase error preventing you from owning and downloading it, so the game download of course wouldn’t be there to cancel anyway.

how would contacting support help? I thought they don't maintain with the 360 no more?

Xbox Support still help with any Xbox 360 issues. They just don’t offer repairs or replacements for these consoles, and Microsoft haven’t officially confirmed if/when the Xbox Live servers for Xbox 360 will retire anytime soon (although quite a few developers have shutdown their game servers). The overall focus is on Series X|S and cloud gaming, but I don’t believe support is being prioritised for these.
