Anyone experienced this issue?

My Xbox one s doesn’t update games anymore. When trying to download a game it will update to 9.31gb and stop showing the mb/s meter and cease to download further. I have soft rest the Xbox twice and factory reset 2 times to try to fix the issue but it’s a no go. My network is fine and shows to be connected, when it starts the update I get 200mb/s but still stops at 9.31 Gb.

I'm sorry you are experiencing this with your update error.

There could be an issue within your console. Since the factory reset didn't work, you can try to perform an Offline System Update according to the official Xbox website: https://support.xbox.com/en-US/help/hardware-network/console/offline-system-update">https://support.xbox.com/en-US/help/hardware-network/console/offline-system-update

"To use the Offline System Update, you'll need:

A Windows-based PC with an Internet connection and a USB port
A USB flash drive with a minimum 6 GB of space formatted as NTFS"

Have you tried clearing the cache, removing your hard drive, or removing any USB devices or memory units from your console? The steps are described in our sticky post for

What do you mean by "the game has just been released"? T60 Power Armor is from Fallout. What Fallout game are you saying has just ben released?
