Another with an email for an issue with my account

If Xbox Live Rewards is unable to deposit into your account for some reason, as long as you have not opted out to make the transition to Microsoft Rewards, any undeposited Xbox Live Rewards Credits and unredeemed MyVIP Gems will be automatically converted
to Microsoft Rewards points and be added to your Microsoft Rewards account to redeem for whatever you choose from the Microsoft Rewards catalog.

The issue is that after they transferred ownership of the account from my Microsoft account to theirs they deleted my Microsoft account, so I recreated my Microsoft account with the same email. It has to be recorded somewhere that my account was deleted and then another account with the same email was created.

To change the email address associated with his account follow the steps on this support page

That will free up the email for you to be able to use on your account.

This issue was experienced with two of my kids xbox accounts. The one with this account seems to fix itself but I am still having an issue with the Xbox using another email address.
