I'm afraid there is no way to turn bluetooth completely off on the console, so there basically is no supported way to remove it as option.

I have the same issue, spoke to Xbox Support here is an excerpt from the transcript, going to try it tonight:

Alternate MAC >> Clear Alternate MAC.
