An Instant Communication Suspension

I believe I've been suspended by a hackers actions. So heres my story. Im playing gta online and im minding my business and a random player comes out of nowhere and starts griefing me. They do so repeatedly. So I send them a chat and angrily type away swearing and all and then issue a challenge or whatever we go head to head I lose 3-1 ok. I text back sending ggs and all and being a toxic player they reply "you're trash" and I'm like ok whatever that was just target practice. He then goes on insulting me and then says something suspicious "say goodbye" I'm like what and a few seconds later I get a chat suspension message. Now is it not suspicious that they'd say that then I instantly get a chat suspension? Now I doubt the enforcement team works that fast so I believe the player did it. Next day same person comes back harrasing me saying "howd that suspension feel" I respond its fine it didnt really bother me I could still play. They then say "bet say goodbye again" and i get suspended again this time with more reasons. Now I see that ok they are hacking but like what can i do to get this person off of xbox live? because I doubt I'm the only one affected by this players actions
