Hey there, when you deleted your profile did you also clear the cache? If not try the steps again in this order:

Delete the profile from the console (profile only), clear the system cache, restart the console and re-download the profile.

Delete and re-download profile:
support.xbox.com/.../profile-move-delete

Clear system cache:
support.xbox.com/.../clear-system-cache

Also you can try and download your profile onto a different storage device like a USB and the move it across to HDD:

support.xbox.com/.../manage-games-data

Where you trying to pay with a credit card or PayPal or some other form of payment? Have you checked to ensure you don't have a past due balance? That would need to be taken care of first using a credit card. Was it a promotional price? We are going to
need a little bit more information before we can figure out what has happened...

 

I pay with the mastercard, I do not have an overdue balance

 

As I and the Error you received have suggested, you need to contact Xbox support so they can view your account to see what's preventing you from the purchase and help fix it. This is the fastest way to resolve this issue.

BTW, I don't know when you've tried to do this but Xbox Live is currently having problems with purchases: Xbox Live Service Status | Xbox Live Service Outage
