An audio mixer needs to be added to the settings

You should be able to mute everything but one source so that you could do something like play music from spotify while playing a muted game. This is not currently possible except for the cases in which the games have built in audio mixers.

There is a fader in the audio settings, you can choose if you want all sound to the main app or the snapped app

Configure sound and chat mixer settings

Sound mixer allows you to adjust the blend of sound between visible apps. Chat mixer lets you adjust the blend of sound between your game and your chat communications.

Alternatively if you are playing a game as the main app, just go to the game's audio settings and turn it down to 0.

This is what I do if I'm watching TV snapped.

Go to the Home screen.

Press the Menu button on the controller.

Select Settings.

Note You can say “Xbox, go to settings” from any screen, but you’ll need a controller to navigate once you’re on the Settings screen.

Select Display & sound.

Select the type of audio mix that you’d like to adjust.

There may also be chat-mixing options in the game you're playing.

Worst case scenario, it may be extremely angry ghosts.
