An app to update offline achievements

Back when I first got my Xbox One, everytime I got online it automatically gave me all the achievements I earned while playing offline. Nowadays I can barley get achievements while playing online.

Is there any way of making an app where if you play a game(s) offline, you can use the app to get all achievements you earned offline without having to wait up to 72 hours or doing something over again to earn it?

Basically, have the app go into the hard drive and update the achievements via saved data.

If while updating and the app senses hacking, modding, i.e., it stops and alerts the servers at Microsoft.

If done right, this can end all the offline users from having to stop playing a game and find Internet to continue, or spend hours doing something they've already done.

Achievements Offline Issues...

I really thinks that it's about time that WE can keep track and/or unlock our Achievements on the Xbox One offline. I go through many Issues with different games cause I cant access the Achievements App or keep track of them offline,
making me loose time on collecting everything on a game or Achieving hard challenges.... and in the end, it doesn't even give US our hard earned achievements.... Can the Xbox Team work with this issue so We get an Update and be able to keep track of our Achievements

When I first got my Xbox One (Forza Motorsport 6 Edition) everytime I got online, it would automatically update all achievements earned while playing offline, weather I still had the game or not. Nowadays, I barley get achievements while online and nothing
updates unless I re-do the requirements for it.

So I'm wondering is there any way to make an app for people who play games offline to update everything done offline? Kind of like a "refresh" for achievements?

Basically, the app would go into the users hard drive and update everything unlocked via saved data. If the app detects any modding/cheating, it alerts the servers at Microsoft.

If done correctly, this can allow people who have to fight to find Internet the chance to still play games and not have to stop and wait until connected to continue or having to re-do requirements online for something you've already done.
