Am I suspended permanently

No the enforcement you’ve got is known as an communication suspension where you cant join parties or send messages for 30 days.

this is due to bad behaviour, repeat suspensions can lead to a life ban from xbox life or a console ban.

As a side note and friendly advice

Please never engage back with any negative behaviour you encounter from people. Its best for you to mute, block and report the person. I l know its hard and things can get heated but save yourself the headache and negative outcome by avoiding the situation.

You can always put your settings on friends only, which will automatically mute gamechat apart from friends. You won't receive any messages apart from xbox and your friends.
