Am I banned from changing my gamer pic?

The manual revision can take a time. Sometimes is up to 24 hours.
In the meantime, check if you don’t have a restriction in your account from here:
https://enforcement.xbox.com/

If everything looks good in your account (no restrictions).
May I know if you tried using a completely different picture? (Or take an screenshot of the desired picture. Cut it, and select that screenshot as profile picture and wait)

And nope, right now the website doesn't offer the custom gamer pic option.

Do you have access to a PC? To see if via Xbox console companion app you can finally do it

I was checking everywhere to see if someone else is experiencing the same problem. But I didn't find anything.
And I tried changing my gamer pic for another custom pic and the picture changed after 1 minute

Right now the best option is wait couple days more. Change your gamer pic to a new default picture and try.

Or you can try contacting Microsoft support to see if you have a different type of restriction in your account (no enforcement action)

Maybe a suggestion could be that there can be more options of changing your gamer pic via the official website, currently I’m using an updated iPad no less than 1 year and I when try customise my gamer pic on the official website there isn’t an option for custom.
