All non xbox friends are muted.

Hi, I hope you're doing great out there despite the issue that you're experiencing. I am an Independent advisor and I am here to help you in regards to your concern.

Seems like you have performed all the necessary steps. Can you please perform an extended powercycle on your console then reset your network hardware then try to communicate with them again?

1. Unplug the power cable from the back of the router, modem, or gateway for 5 minutes. If you have a router and a modem, unplug the power cable from both devices.

2. Press and hold the Xbox button on your console for 10 seconds or until it turns off then wait for 2 minutes before turning it on again.

3. After 5 minutes, plug the modem or gateway in first, and wait for all the lights to return to their normal state.

4. If you are using a router, plug in the router and wait for all the lights to return to their normal state.

Hm. The settings for this are located under System Settings if I recall correctly. It sounds like some preferences might be dodgy. Just check again to be sure, things can get messed up after big updates. Do some checks and see if anyone is muted, or if you
have some funny chat setting, party setting, or any game settings. If none of those work, message me and I'll see what I can do. This sounds frustrating, and I hope I could help. Good luck!

It sounds like your voice settings in your privacy/online settings are what's set to
friends only. You can fix it to everyone by accessing them through xbox.com
or on the console, instructions HERE.

What you are probably looking for is under Settings > Privacy > Voice and Text Commication > Set to Everyone. Hope this helps.

When you get into a game, go to the menu (start button), Mute options. Pick from there mute all, mute all but friends, and so on.
