    All Game Pass games running at a capped framerate of around 15fps in fullscreen.


    When entering fullscreen mode on any Game Pass game, it will always be capped at 15fps. My hardware is more than powerful enough to run these games, and when running in windowed mode they run perfectly smooth. What's weirder is that when I tab out and
    tab back into a Game Pass game, the game will run just fine for about 2-3 seconds before becoming capped again. My specs are an Sapphire RX 580, a Ryzen 5 3600, and 16GB of RAM. Another interesting note is that seemingly randomly, when I check my performance
    when the framerate gets capped, my CPU usage rises to 100%. This is only sometimes however, other times when my FPS is capped it'll be at around 30-40.

    I have no clue if you managed to solve this, but I had the same exact issue today. I had re-subscribed to Game Pass and thought that it verified the game files wrong, so I ended up deleting a lot of titles I already had installed from the previous subscription.

    GPU Scaling worked for me in AMD Radeon Software settings. Settings > Display > GPU Scaling. I also left the selection below that on Preserve aspect ratio. Didn't really notice a difference. Hope this helps.

    try turning off Frame Rate Target Control for amd.

    if that fails try and disable relive.

    make sure the game is running fullscreen and not borderless.

    make sure you have the latest gpu drivers.

    hard cap the framerate via amd drivers FRTC. or if you can't use msi afterburner to cap fps.
