All downloadable games get stuck installing

I have a new Xbox One, and I'm having an issue where all of my downloadable games get stuck installing at various percentages. All of them! This is happening on free games, downloadable games that I bought online using a code, and even on apps like the
BluRay app.

Here is what I've tried:

- Complete reset to default on the XBOX One

- Removing and readding my profile

- Hard reset (10 second button hold, remove power for 30 seconds)

- Clear persistent storage three times, change to alternate MAC

- Pausing, restarting, cancelling and starting again.

I am at my wits end. Disc games work fine. Even Diablo III that had to download a 24 GB update - no problem. Yet every single one of my fully downloadable games gets stuck downloading.

Anyone have any ideas?

The game gets stuck at the "Xbox 360" screen when starting the game on the Xbox One. Tried all the suggestions by the Ambassador, including uninstalling and re-installing this nearly 10Gig downloadable (took 2+ hours download time on Cox Cable) game. The
results were the same - stuck at the "Xbox 360" screen trying to start the game. I'm playing on a manufacturer refurbished Xbox One bought direct from Microsoft. Can this be fixed? Please advise.

Should also point out I'm hard wired into a Gig port on a Cisco network with a 200Mbps Internet connection. Doesn't matter. The downloads stop at the same percentage every time.

 

FYI, I finally found the issue. IPS on my Meraki firewall was interfering with downloads. Disabling it fixed everything!
