All apps are unavailable to download

Hey, so off and on over the past month or so I try to download the blu-ray player app, but the top column spins for a bit and then says "Unavailable." Just now, I got the bright idea to actually find out why this is happening. I saw that other apps do this
too when I checked them. I was able to download apps during the release day/week because I do have Netflix, but not since then in the rare times I check.

I checked my privacy and control settings and nothing there could hint why this is blocked. I even checked to make sure my NAT was open and it was. So, I'm stumped.

Any idea what I need to do?

Why are this apps showing up as UNAVAILABLE instead of a download button.

 

Audio CD player is "unavailable" for download

The Audio CD player is "unavailable" for download when I try to install it on our Xbox One. The Media Player is also "Unavailable". I have been able to download several other apps so the problem seems to be related to these two apps. Any assistance is
appreciated.

 

Clear systems cache by holding power button for 5 seconds and attempt to re d/l.
