Age of empires 2: DE DLC will not download

So I have been playing through Age of empires 2E on game pass, decided to buy the DLC as i had some credit, bought Dawn of the dukes but it will not begin downloading at all keeps saying something went wrong, gives me 0x87e0000d as an error code, I have restarted my PC, restarted the xbox app, restarted the xbox app gaming service in task manager I have even uninstalled and re installed AoE 2: DE nothing is working.

any help would be appreciated
