Thanks for your help, Ricardo. Before modifying the registry I just googled a bit and came to know this issue was probably with my region's Xbox server. So I just turned on my VPN and the download resumed again.

Even the latest Halo patch download was quite slow like in KBPS while my internet can support up to 200 Mbps. So it's definitely the India Xbox server, not sure how to raise this concern with the Microsoft Xbox team. As I can't use my VPN for this kind of activity. It will cost multiple times my Xbox game pass subscription.

You need to cancel the current installation process and create a new one after the steps, if that doesn't work cancel again and then

Open RegEdit as an administrator and delete the following Services:

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\GamingServices]

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\GamingServicesNet]

Reboot PC

Select the Search icon on the taskbar, type powershell, right-click on Windows PowerShell, and then select Run as administrator.

In Windows PowerShell, type the following command and press Enter:

get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers

In the same window, type the following command and press Enter:

start ms-windows-store://pdp/?productid=9MWPM2CQNLHN

Install the app on that page and select Yes when you receive the User Account Control (UAC) prompt.

Restart your device and try to install the game again.

Tried all those steps, but still the same error. Just FYI, Halo infinite patch is downloading fine(slow but fine).
