After Offline Update Console Still Needs Update

sorry to hear. First of all, for a better understanding:

Only the last general distributed update is available on the net, not the one that is currently being distributed. In the ongoing update process, it may still become apparent that errors occur in certain regions or situations, which is why the rollout is
stopped. So only when a certain part of the consoles have completed their update without error messages it is put on the webside. Finally, the OSU is the last repair possibility and should work 100%.

So if you want to do the Setup via OSU/USB, sorry you have to wait! But I would give the normal update process a Chance and if it fails, which is actually very rare, the error message may indicate an error that needs to be repaired (HDD fails)!

you need to be connected to the net for the 1st initial console update. after that if you choose you can set console to stay offline. so after update no you dont need the internet
