    I have the exact same problem. It spikes the "Desktop Windows Manager" process to a full core.

    I uninstalled the suggested update, problem persists.

    I am having the same problem. I play elite dangerous with my xbox one wireless controller. After I disconnect the controller my mouse does not work normally. I can move it around but it moves slowly and makes a beeping sound. I cannot fix the problem without
    a reboot.

    I am having this exact problem too! It only happens with the wireless adapter. USB works just fine.

    My solution so far:

    Turn off controller, pull wireless adapter out (make sure you don't touch mouse). I find if I leave the wireless adapter plugged in it will cause the lag/beep behavior.

    Hope they fix this.

    I first encountered this issue over two weeks ago when my Corsair M65 RGB mouse suddenly became very laggy and its buttons would not respond. Unplugging and reconnecting the mouse did nothing so I tried restarting my PC only for it to get stuck on the shutting
    down screen. I had to use the Power button on the case in the end to turn off my PC.

    Turned out that the Windows Update had just installed a cumulative update, KB3140743, and that the issue was triggered ONLY when I had been using my wireless Xbox One Elite controller to play a game and had turned it off. The workaround, which worked for
    me, was to uninstall that update and then use the Microsoft Hide/Show Windows Update to prevent it from being reinstalled.

    That worked fine for a week until Microsoft released yet another buggy cumulative update, this time KB 3140768, which exhibited the exact same issue post-install, again causing my PC to hang on restarting or shutting down but only if I'd been using the Xbox
    One controller and had turned it off. Again, I had to uninstall and block it but it did reinstall itself again shortly after until I again removed and blocked it. So far it has not installed again in a week.

    I have reported the issue with both of these cumulative updates via the Windows 10 Feedback tool but so far the issue does not appear to have been fixed. In fact, I am fully expecting the next cumulative update to have the exact same issue because, in my
    experience, Microsoft can be extremely slow at fixing specific issues with Windows, sometimes taking months as was the case with the 512 shortcut limit in Start > All Programs (that took four months to fix!). Fingers crossed we don't have to wait that long
    for the fix for this issue...

    I'm also having this problem, thought it was The Division doing it, but nope it's when i turn off my wireless xbox one controller, hope they fix this soon as it's annoying having to hard restart my pc every time.

    Hi Jhuggs, Thanks for reporting this issue. There is an on-going investigation regarding this issue. At this time the only work around is to not disconnect the controller after launching the app being impacted by this issue or do not connect the controller
    before launching the apps or games experiencing this issue.

    If you really can't wait for a patch, you can use this workaround (www.reddit.com/.../d0lu9ex) from a Reddit user, which worked for
    me. The only thing to do, at this time, is to reinstall the old drivers by following the steps shown here:

    I don't have a mouse connected normally, i mentioned it because i have to connect the mouse and disconnect the controller.

    So basically,

    1.it doesn't work properly/i connect a mouse

    2.it still doesn't work properly/i turn off the controller

    3. I click it with the mouse with the controller off, button works as intended.

    Same exact problem here. Just got done with a clean install and problem persists. Uninstalled cumulative update and still lags and beeps when the controller is turned off. Microsoft needs to fix this quickly. A lot of PC gamers are furious right now.
