after an xbox one default setting restauration i lost all my games linked to my banned account

When a permanent account suspension is issued, XBLPET does not actively revoke an account's purchases or licenses or otherwise render existing content unplayable. Any content that has been downloaded and can be accessed without an internet connection
can continue to be used by the affected account offline. Content downloaded to the suspended account’s Home Xbox One console can also continue to be used by other accounts present on the console.

However, once an account has been permanently suspended, it will not be able to re-download previous content or purchase new content. This is because a permanent suspension completely blocks the account from accessing the Xbox Live service. Any digital licenses
that are already downloaded remain intact, but keep in mind that any game titles or specific features that require online services will not be useable.

This was on Xbox with out modifying any settings. However, after trying to see if I was chat banned, I discovered that the issue is that by default, my open mic sensitivity was set to 100, blocking out any and all noise from the mic.

It says "Warning Resetting your console to its factory defaults erases all accounts, saved games, settings, and home Xbox associations. Anything not synchronized with Xbox Live will be lost."

Does that mean if I've been connected to Xbox Live, all my saved games, settings, and home Xbox associations will automatically be there after I've done the factory reset? I don't want to have to re-download and re-install my games just for this. I would
rather not play this game if it's going to cost me so much effort.

since you can't access settings please try the steps on this link:

and check out this section:

"If the console is experiencing an issue that would require you to Restore Factory Defaults after a system update, but you're unable to access the Settings hub, use this file.

Warning Restoring your console to the factory default settings erases all accounts, apps, games, saved games, and settings. Anything not synchronized with Xbox Live will be lost. Your console syncs with Xbox Live automatically when it’s connected with the
service.
