Advice Or How Can I Fix This?

Technical Error ? :
When I activate my Xbox One S, It will only show the Green Colored Screen with the Xbox Symbol in the middle.
Afterwards, the screen will pop up asking if I would like to "Restart my Xbox" and to "Troubleshoot the Device". I have tried all options, even the one to uninstall all apps and games saved. There has been no change in the start up, whatsoever. I have been told i might need a new Hard Drive
Any answer to help will be greatly appreciated, Thank you!!

Try removing the account from the console, doing a hard restart, hold the power button for 10 seconds while the system is on, and then re-adding the account.

I'm unsure what you exactly mean with that every account get's locked, what exactly happens and is the console connected to Xbox Live?
