Adult account needs Parental Verification?

Contact Microsoft and make sure your account is an adult account, if not you can submit she verification to get it changed.

Another possibility is that it is age restricted due to the limitations set by the developer of the game. Would you be able to provide further information, such as the code or message you're receiving and the name of the game you're attempting to download?

Sorry to hear about the issue with privacy settings. You will need to
add a family.

• step 1 will need to create an adult account --account with birthdate over the age of 18.
• once created sign into
  Account website then go to family.
• Then will need to invite the child account (your account) from the parent account to the family.
• Once you accept it will be by email, then the parent may have to verify they are an adult. After they verify the can modify your settings as the child.

When you create an account, even if you change the birthdate on Microsoft website, you are unable to change it on Xbox.com it is locked there. If by chance your account should be an adult like it past your 18th birthday there are ways to prove it.
