The owner of the account is ultimately responsible for how the account is used, both good and bad. There's more information on that and other common Enforcement misconceptions on the
Enforcement FAQ page

For more details on any active suspensions for an account, you can sign into that account's
Enforcement History. From there, you can also submit a
Case Review, if eligible, to have the Enforcement team take a second look and reach out with a final decision.

If you see someone who has done something that violates the code of conduct, report them via their profile so the enforcement team can investigate. They are the only ones who can issue a suspension.
