It sounds like a licensing error.

If the content was purchased on your brother's account, then yes, he can access it freely.

In order to get those ones tied to your brother's acount, he would need to do a license transfer to bring the "home" license to the xbox you're using. That would allow anyone to access it at anytime without having to use your brother's account.

hi i had the same problem i only got map pack 3 yesterday but drive inn dont work it loads up but freezes towards the end ive tried everythink i can to having my game clean at the shop and redownloading it and clearing chache nothing works i hate that no
one has got a answer lol xbox should be dealing with this

It's still not working. I got the the end of the 'Add Security' screen again and I pressed 'Next' on the remember password section, it logs me online while the popup is still there and it freezes. Then I have to press next again and I just got this error

all I get is the 'Add Security' popup again. This has never happened in the 5 years I've been playing, so why is it happening now?

Please make sure that you and your friend have open NAT's. If one console has a moderate or strict NAT it can cause issues like this.
