Address error when purchasing xbox games or DLC on windows

I had a long chat with support: "reference number of our chat session: 1366511825"

So it started with me wanting to purchase the Forza Horizon 3 Expansion Pass. I was excited to play it and want ed to purchase it early as there was an offer for ultimate edition players to get a discount before a date.

I was not able to complete the transaction because it was asking for my address and I wasn't able to correctly input the country I live in, It was greyed out and only allowed me to have New Zealand as my country. I live in Canada. I contact chat support
about this. We troubleshoot on the PC for awhile to no avail. I then try the xbox one and it worked. This was December 4th.

Then today just minutes ago, I go to play the new update on my PC. It recognized I own the expansion pass but wasn't allowing me to play further on the DLC as it asks me to purchase it again and I have the same trouble with the address.

I end up chatting with support again, I go ahead and start to troubleshoot myself with starting the xbox one up and synced the game save with the cloud from the pc version after downloading the car update and was playing the game on the xbox one like I had
on the PC. I was also able to download the blizzard mountain update on the same menu I had seen on the PC but it correctly recognized I owned the expansion pass for that DLC and allowed me to download the DLC which I was not able to download on the PC. Then
further able to play the DLC portion of the game on the xbox one when it was downloaded. But after I had played through the first sequence and it saved I switched back to the pc WHERE I WISH TO PLAY THIS GAME [just want to make this clear, not angry] to test
if the NEW game save downloaded on the PC from the CLOUD which was uploaded from the Xbox One would trigger it to download the blizzard mountain update.

This did not work. So I am left with forcing to play the game on the xbox one where my expensive gaming pc sits and waits.

I would like help to be able to fix this obscure issue. Also since this is a forum, I hope I can link photos for proofs because chat support understandably will not click on links to images.

#1 image is from the 4th when I had the issue of only being able to be located in NZ. [Edit, this is the image at the bottom]

#2 & 3 are from just now when I try to buy it again, A. doesn't let me purchase it and B. gives me an error. [Edit, sorry, these are the images at the top]

Error when purchasing game DLC

Tried to purchase in game and it gave me the privacy update thing, and my privacy setting is adult, so that was a no go. Thanks for the advice, I will give it a few days.

#1 image is the menu I got while on the xbox to prompt me to download the blizzard mountain update.

#3 image is proof of it working on xbox one.

I will message again soon with screenshots of my PC version and show why [or how?] I can not play the DLC on PC.

 

This is on the PC now. Images #2, #3 & #4 are not in chronological order so I will order them for clarity sake.

#1 image is first, is that same screen from the xbox one. I clicked "Enter" to see the next image

#3 is that next screen [the other uploaded faster, sorry for the confusion there. This is the purchase option screen, not an install screen. It doesn't install anything and asks me to purchase the DLC, even with it knowing I own the expansion pass.

#2 is the following image. This is for hitting enter to attempt a purchase on the DLC despite owning the expansion pass. It opened the Windows Store app with DLC to be able to Buy or "Use a Code"

#4 is the Buy option, that I've seen before.

#5 is the error I get for attempting purchase.

Can I please get help with playing the DLC on PC?!?

Oh wow, Okay. I figured it out. My PCs region was changed to New Zealand somehow. So that's why it was screwed up on the game and not xbox one. This is also why my game on PC couldn't verify that I am who I am I am guessing so it wouldn't allow me to download
the DLC on PC and why it did allow me to download it on Xbox One.

Why my region changed. Literally not a clue.
