Adding Microsoft Complete to my Xbox Series X

I pre-ordered an Xbox Series X from Target back in September. A couple of weeks ago, I tried adding Microsoft Complete to my device, but I was told I could not add Microsoft Complete as it had been more that 45 days since the purchase date of my device.
The rep was using the pre-order date as the purchase date. I contacted another rep today to state my case that November 10th would be a more appropriate purchase date, as that was the date the Xbox launched, and the date I was charged (therefore, the date
of the actual transaction). This rep agreed that November 10th was indeed the date to use for the purchase date, but then he went on to say that I could not add Microsoft Complete to my device because it was purchased at Target. Can anyone confirm this? I'm
fairly certain he's quoting a footnote from Microsoft's Complete Protection Plan page that applies to a completely separate offer (the "Our best price of the season" offer), and he's telling me the device would've had to have been purchased at a Microsoft
Store in order to add Microsoft Complete. I know for a fact a friend of mine purchase an Xbox Series X from Walmart and was able to add Microsoft Complete through Microsoft. Is there a reason why I wouldn't be able to add Microsoft Complete to my Xbox Series
X because it was purchased at Target?

    :)
