Add-ons not showing up

I just bought cities:skyline mass transit and cities:skyline creator content on the xbox live store. For some reason in the purchase history menu on console and microsoft website it's showing up as purchased. But in the xbox live store it's showing I don't
own them and have to purchase them again, but I also checked the ready to install section and installed section of cities:skyline game menu and it's also not showing up. i tried unistalling and reinstalling but neither option is available. Anyone knows why?
and I apologize if i'm not making any since on this matter even I am confused about it.

Try this:

Log into Support.Xbox.com
Scroll down, Click on Contact Us
A new window will pop up
Type in contact Support - you will receive different options, such as:
- Message with an Xbox Gamer
- Call me back
- Ask the Community

Are you sure you purchased the Xbox version and not the PC version?

This looks like you may have purchased the PC add ons as the Microsoft store has both an Xbox and PC version for those items.

Alternatively if you bought them using the Xbox Store then it looks like you may have bought them on a different account. Do you game share with anyone and vice versa?

No, I have not game share with anyone, but I noticed they never installed and I don't even own a PC.
