    as with any service you cannot add a payment method from an unsupported region we cannot help with such matters you are going to have to find your own method

    And yes Belarus isn't an Xbox LIVE region

    Belarus is not part of the xbox live regions: www.xbox.com/live/countries

    For this reason there can't be xbox support for Belarus.

    So that most likely means that it's not supported or available in that region.
