I bought fallout 4 and as a promotion they gave me fallout 3 activation code but it doesn't working

In about June of 2016 I purchased an XBOX One bundle with Halo 5 and The Division games from JB Hifi.

The Division game was in the form of an unlock code, which I used at the time and it worked, I played for a few hours and didn't play it again. However, after downloading the recent 1.6 patch, I tried to play the game again (still installed on HD) but it is
saying I need to purchase the game, even though it is installed on my XBox.

Is there any way I can activate the game again? I no longer have the activation code and don;t want to pay the $69.95.

It says something went wrong and try again later everytime i try to redeem pre paid fallout3 and gives me this kind of code:

I'm in Turkey but there is no region for that what should i do?

 

Turkey is an xbox live region for 360 unknown if one supports it

In order to use the code your account region must reflect your actual region you must use the region migration tool to change to turkey then change the xbox one region to turkey to download it

I tried to redeem from xbox.com i'll try to change the region from chat support
