Achievements not tracking from PC to console. Same save file and account.

Do you still have the save file from the beta on your console, specifically the same storage device as your account? Is this save file from the account you are trying to use?

Changing difficulties will not affect the achievement. Nor will switching save files. All of the achievements for collection, except the one for Infusions, track across all saves and playthroughs. So if you start a new game, you only have to find the items
you have missed.

It is important to note that not all save files from Xbox Cloud Gaming games can be transferred to the downloaded PC version of the game or the other way around (please keep in mind that when you play in the cloud, you are using the Xbox console version of the game, regardless of whether you are playing from a mobile phone or any other device). Only games that are part of "Xbox Play Anywhere" have this functionality. These games offer Cross-Save capabilities between the downloaded PC version of the game and the console version of the game (the version that runs from the cloud).

Hey Biso, sorry to hear about the achievement issue! Okay, are you playing on a previous save file, or do you have your previous save file on your HDD now? I'm thinking that you may need to start from scratch (with no saves on the console) in order to unlock
those achievements. Please let us know!

Achievements are tied to your account not a save file so you will not lose them.

If the save is corrupt you will need to delete it and start the game again from scratch.
