Achievement & Message notifications not displaying

Sorry if this is a duplicate. I did a search of the forums, and the threads related to this that I located said that these issues were resolved for others and to make a new thread if affects new posters.

So....had my first XB1 for about 2 weeks now. Notifications for Achievement unlocks and Messages sent from friends do not appear consistently. They
occasionally appear, but I could not give you any discernible pattern as to why or when some do. For example, I recently finished
Dragon Age Inquisition. Of the 40 or so Achievements listed, roughly
six of them gave me the pop notification that told me they were unlocked. My profile lists that I have earned all of them, but I received no visual indication that I had done so without opening the App.

The same thing occurs with Messages sent from friends. Sometimes I get the notification, but more often than not, if I check the messages App I will discover that I friends have sent Messages that I never received a notification for.

To give additional details.

1. The console is online and connected to XB Live.
2. The console has been set to power down and not sleep when shutting down.
3. Rebooting the console does not solve this issue.

For example, after a fresh reboot yesterday, of the 6 Achievements I earned, I received notifications for only 2 of them.

I'm having this too. None of my Halo MCC achievements gave me the notification but I DID get the achievements.
