I don't know what he said ... But I would guess its that he cant buy the "Special" promotion of Forza for 14.99 ..... Like EVERYONE. Xbox support seems to be ignoring this issue and hoping that people purchase points to try that (it doesn't work either)......
This lack of support is shameful.
