2. Is the issue specific to this website?
   
3. Are you able to access other websites?
   

Meanwhile, suggest you to try and access www.account.xbox.com using a different web browser and check if that works.

Further, you can also
reset Internet Explorer settings to default and check if that helps. This is useful for troubleshooting problems that may be caused by settings that were changed after installation.

Note: Be aware that this process isn't reversible, and all previous Internet Explorer settings are lost after reset.

How? This is what I got

You're in a Microsoft Family. The "forum" is preventing you from changing your privacy settings.

~Make sure your specified birth date is correct.

I tried InPrivate mode and still got the same result

Recently I was trying to access account.xbox.com but I can't. When I click on the url, I am greeted with a forum telling me something about Xbox child privacy. On the forum, it also says to go to account.xbox.com which I cannot because it brings me to the
same forum. I think this link is currently broken. If someone could fix the link I would appreciate it.

Try clearing the DNS Cache.

Right-click Start and select Command Prompt (admin) At the flashing cursor

type in ipconfig /flushdns (note the space between config and / ) hit [Enter]

then restart.

Also if the link is suppose to direct me to that link it is very unclear of what to do. Not trying to sound rude of course.
