Account settings not avaible

I wanted to change my xbox accout settings but I always get directed to "http://support.xbox.com/de-DE/xbox-one/security/error-child-trying-to-access-settings".
I wondered because when I go on Microsoft and to the family settings it says that my account is one of an adult and that there is no child, but at xbox the same account is one and I cant change any settings. Did I do something wrong when I created my Account
or do I need an xbox to change my settings?

When i try active cortana on xbox one s it say me that not availe for my region setting , when cortana will be avaible for ITALIA ????

I'm having the same problem as alot of people are, i was playing xbl with friends in a party and talked to them whilst changing GT from GT A > GT B and i just disconnected trying to go live again and it says i have to download the profile again, I talked
to someone called 'Kaled' and he said he was gonna get it sorted out or well some xbox team. It's only been 1 day now but it's ridicoulous i've payed money to play xbox, and i should be able to change my GT whenever i want without stuff like this happend.
Also i did try deleting my profile, clear cache and reboot xbox but that didn't work, i tried several times and nothing happend. but then i tried going on account.live.com and change my password and do the same process again but that didn't work either, And
for everyone of my friends it still say my GT is LoonyM8 when i changed to BCT Loony. I've had the live for several years and changed my GT several time in that process please help as fast as quickly.

Note: i also bought GTA:TBOGT for 800 MSP but i can't start it on the same profile, But it works on my other accounts fine. in my opinion this is ***,
