Account Recovery Failure

I'm locked out of my account. I've put in all the information asked of me; my credit card information, old passwords, recovery question, network ID, serial number, etc... I cannot fathom how this isn't enough. It is beyond my scope of understanding. I try to create a new account and it's been two hours and I've yet to receive the confirmation email. My wife's email is locked too. The support options lead in a circle, with the vast majority of search results being "log-in to fix this problem". The phone service redirects me back to the website too. Who designed this system? The IRS, DMV, and Sony could've gotten together to tank this company and still come up with a less annoying system. I just want to log-in to my account and play my stupid One Piece game, why is this so difficult? I don't know what else to do. Is there a major oversight on my part?

If you try using the "forgot password" link

https://account.live.com/password/reset , are you not able to verify your identity / reset the password sending a link/code to another email or phone number?

Did you try all the alternative methods to recover your account using the link below?

It's saying the password is incorrect but I haven't changed it and then when I go to recover it I get an email saying I didn't provide enough information.

What am I supposed to do regarding my billing info and recurring subscriptions? And like, Gamepass?

Sorry to hear that, I really don't like to give bad news but regarding to recover an account. Microsoft only offers the recovery form.

Due to regular support is not able to access / share / modify account detail, privacy and security policies restricts that

You may need to keep trying to the recovery form.

I have done both but to no avail. My recovery phone number has since changed and since I can't log in, I can't change the number.
