Account is blocked from making purchases

Is there any way I can speak to a human being about this issue? I have not used my account in several months and when I tried to make a purchase today, I got the message that my account was blocked and there was a gamertag that I did not create associated
with my account. I believe it was hacked. I changed my password and turned on two part authentication but it is still blocked. I did NOT get a message saying that my console was banned, only that the account was blocked. When I called the message said I could
request a voice call from a live operator, but I could not find a link anywhere to request this option. Why doesn't Microsoft have a normal customer service system where you can get a real person on the phone immediately instead of going to go through hours
of searching web pages and still not finding how to fix the problem?

Hey there Johnny!

I'm sorry to hear you're having issues making purchases. Let's see what we can do to get things sorted.

The first thing I suggest is to head over to
commerce.microsoft.com and make sure that all of your billing information is accurate and up to date.

Once it is, you'll need to use the
Contact Us page to set up a support call with a billing specialist. They'll probably escalate you to T3 again since you've spoken to one before. Once you're speaking with a billing specialist, be sure to ask them why your account is blocked from
making purchases and what you can do to resolve any issues.

I would suggesto you to consider the following points in order to find out what's going on there:

Your xbox live account is from an adult and you are not part of a family account with restrictions https://support.microsoft.com/en-us/instantanswers/a60c2717-41c0-d08d-e844-2aa8f16a2ec7/change-your-child-s-xbox-privacy-and-online-safety-settings
The console you are trying to buy a digital game is your home xbox.
If this Xbox Console is from a friend, make sure his profile has no purchases restrictions from other users. http://support.xbox.com/en-AU/xbox-one/security/change-content-restrictions-for-guest-accounts
Check the marketplace from your Profile Region has no restrictions. The best way to make sure this one doesn't happen is to have a profile registered from a supported Country i.e: U.S.A.
Maybe and let's hope not you are incurring in one of the points described in this link
