This is how always have been, each email account can only be linked to one Xbox account, once that link has been made that email won't be capable to link a different Xbox account, there's no exceptions for this

My xbl account is completely different from any other accounts that I use both for microsoft and other sites. I use totally different emails. And I have had my account since 2007, and never once has been hacked when someone has stated they were going to
hack me. Then again I don't let just anyone use my account on my xbox either, nor do I fall for phishing scams. Social Engineering is the #1 way your account gets compromised with Xbox Live (my opinion).
