Account got banned and now I dont have the license to play DLC on any other account on my xbox

UPON RECEIVING A PERMANENT SUSPENSION, ALL CONTENT LICENCES, GOLD MEMBERSHIP TIME AND MICROSOFT ACCOUNT BALANCE ASSOCIATED WITH THE SUSPENDED ACCOUNT ARE FORFEITED.

You can't license transfers only occur between consoles not accounts

When you get banned that is the effect the account can never go online at Xbox live

You can only use the licenses on the original purchasing console that you last license transfered

Hi, when the account got banned you lost all access to any items downloaded as you no doubt know already. As you say the banned account was used to download all the DLC that would be why no other accounts can access the DLC now.

- The licenses for the DLC are tied to the account that purchased it, you lost the licenses which enables other profiles to use the DLC.

Miss Kleo yes i have changed consoles and i did the license transfer thing to my new account and my account that im using now and ive searced the Dlc history and that still not there its weird that i got the achivments but dont have the game

You could have done the License Transfer to your new console* before your account got banned, and you'd now be able to use its purchases under any other profile on your console. That would have worked until you changed consoles again and
couldn't re-transfer the content for the banned profile. But now it is too late, because you can't perform the transfer with a banned gamertag.

* It seems you must have changed consoles sometime after buying content with the now-banned profile, either because of a purchase or getting a console back from repair with a different console ID.
