Hello I will be a xbox one user in a few weeks and was wondering if anyone knows if you can do an account download from 360 to XB1 and back again, or will I need two separate accounts?

You can download the game from your account, once his account has your xbox set to "home"

Selling xbox one question

It's the same as it's always been. They are on the console so will stay on the console for all accounts. If however they get deleted from the console only your account can download them again. So yes, the "purchase" is tied to your account but anybody can play them on the first console they were downloaded to.
