Account communication ban

I've just been communication banned on one of my accounts and I logged onto another account so I could still speak to my friends, and found out I still couldn't speak to them.. So, I made a completely new account, bought 1 month of XBL membership and STILL
couldn't talk to them.

I then tried to play the Destiny 2 BETA, and found out I can't even play any online related game.

What sort of ban is this? And if I were to buy a new console and make a new account again, would I still be unable to talk?

Help. My account got hacked

My account has been banned from communications because someone hacked my account. Please help me.

Is one a communications ban and one an account ban? Or are they both communications bans?
